Water and plumbing
Water is crucial to human survival, but Jews also honor a spiritual dimension.
In the absence of a Mikvah, the ocean, or a river or a flowing lake will serve. The Mikvah is used as an element of "Teshuvah," Repentance. [Judaism 101].
For a community of Orthodox Jews, building a Mikvah is a higer priority than building a synagogue. [PBS panel discussion on the Mikvah]
The pool of Siloam was one of the margest Mikvahs.
